DESCRIPTION:The Chicago Tunnel Flood occurred on April 13, 1992, when the damaged wall of a utility tunnel beneath the Chicago River opened into a breach which caused flooding in basements and underground facilities throughout the Chicago Loop. The flooding knocked out critical utility services to more than 100 buildings. Businesses sent hundreds of thousands of workers home, virtually closing down one of the nation?s major economic centers. The Chicago Loop was declared a national disaster area. FEMA, coordinating the Federal response, directed the Corps of Engineers to plug the leak and drain the tunnels.    Our speaker, Joe Jacobazzi, was the newly appointed Chief of Engineering of the Chicago District, Corps of Engineers at the time of the flood.
